Gary Massey

Gary Massey is a results-oriented Sales & Business Development professional holding more than 20 years’ extensive experience in government sales, business development, strategic sales planning and legislative initiatives surrounding procurement from his tenure at national powerhouses Electronic Data Systems (EDS), NEC Technologies, The Texas Capitol Group, and AT&T Corporation.

Gary has driven multi-million-dollar sales through multiple states, has managed Bid & Proposal Budgets of more than $500K and has Managed Sales & Business Development throughout TX, CA, OK, MS, AR, MO, LA, AL & AZ by using government vehicles and portals that help out-maneuver competition and reduce risks. Massey conducts direct sales in multiple states including direct intervention into counties, municipalities, school districts and quasi-agencies, and has secured $12M+ in contract renewals by providing enhanced customized solutions.

Gary also has spurred the growth of the bio-metrics industry with aggressive pursuit and implementation of new biometric solutions, and is credited with the successful placement of Texas’ first statewide AFIS system- the world’s second largest at the deal’s close. Gary was also the first to introduce Electronic Monitoring House Arrest in Texas, acquiring a beta pilot with legislative appropriations-funding for full implementation which was sold to probation agencies across Texas.

Gary’s years of experience in government sales, business development, strategic sales planning, IT & legislative procurement initiatives has made him an indispensable source of contracting information for our clients; he has been key in securing some of state government’s most competitive and well-known contracts, including a $350+ million award for statewide open tolling in Texas. Gary was instrumental in helping develop and establish the TX Council of HUB’s (Historically Underutilized Businesses’) where he has worked closely with minority businesses by providing sales, business development and partnering expertise in Texas. Gary consistently provides leaders in business and government with direct sales, business development, strategic sales planning, legislative procurement, indispensable direction and insight in the fields of IT, Healthcare solutions, Public Safety, Homeland-Border security, Education, Bio-metrics and a diverse portfolio of areas in emerging technologies and private-public ventures.

Harvey Hilderbran

Harvey Hilderbran serves as National Director of Governmental & Legislative Affairs for GOVERNMENT STATE & LOCAL PARTNERS, LLC (GSLP) an Austin based full-service government & legislative affairs, government business development, legislative procurement, government sales and public-private ventures firm based in Austin, Texas with Offices in Washington, DC.

Mr. Hilderbran a former lawmaker served in the Texas House of Representatives for District 53 (Kerrville) from 1988 to January 2015. During his thirteen terms (26 years) in state office, Mr. Hilderbran served as Chairman of the House Committee on Ways and Means; the House Committee on Culture, Recreation, and Tourism,; and the House Committee on Human Services. Mr. Hilderbran also served on the Legislative Audit Committee and the Legislative Budget Board and was co-chair of the legislative oversight committee for the Edwards Aquifer Under-gound Conservation Authority.

Hilderbran provides a diverse wealth of experience from roles in business leadership, government agencies, the legal arena, legislative affairs, association management, non-profit ventures, and collaboration with state and local government officials throughout the United States. His ability to handle any aspect of the development of a company’s presence in the public sector translate to actionable goals and visible results, and has been instrumental in securing state and local government contracts for both multi-billion dollar international conglomerates and startups, including Texas Historically Underutilized Businesses (HUB’s).

Gillon is an industry and subject-matter expert with more than 17 years selling and servicing the Federal (U.S. Government), State, Municipal & County law enforcement community throughout all 50 states, having previously served as Global Director of Sales & Business Development for Cogent Systems, Inc., responsible for U.S., Caribbean & Asia Sales and later as 3M-Cogent’s Regional Sales Manager.

Keith’s strengths lie in his experience as a industry and subject matter expert within the Biometric & Identity solutions space, which includes Automated Fingerprint Identification Systems (AFIS), License Plate Recognition System (ALPR), Body Cameras & Police Vehicle Camera Solutions, Border Management Security, Facial Recognition Management, IRIS Recognition, Evidence & Inventory Tracking Solutions and emerging technologies.

Keith has maintained a $15M sales quota over the last number of years relating to new business, and is a former Military Veteran whom holds Security Clearances within the State of California, Los Angeles County, Secret Service, FBI and Riverside County.

Larry Cisneros extensive law enforcement experience has provided him with a unique frontline perspective on biometrics and their various applications in law enforcement and security. He has been a key part of some of San Antonio’s most prestigious and technologically demanding units, including the AFIS (Automated Fingerprint Identification System) Division, the Planning & Research Division, the Crime Records ID Division, and the Narcotics Investigation Division. Larry has been instrumental in the development of biometric solutions in San Antonio; he has provided invaluable advice to a number of Texas agencies regarding automated fingerprint identification technology, live-scan techniques, asset tracking & inventory, jail management, inmate telecommunication, body protection, and body and vehicle video technology.
