Gary Massey

Gary Massey is a results-oriented Sales & Business Development professional holding more than 20 years’ extensive experience in government sales (SLED), business development, strategic sales planning and legislative initiatives surrounding procurement from his tenure at national powerhouses Electronic Data Systems (EDS), NEC Technologies, The Texas Capitol Group, and AT&T Corporation.

Gary has driven multi-million-dollar sales through multiple states, has managed Sales Teams,  Bid & Proposal Budgets of more than $200K and has Managed Sales & Business Development throughout TX, CA, OK, MS, AR, MO, LA, AL & AZ by using government vehicles and portals that help out-maneuver competition and reduce risks. Massey conducts direct sales in multiple states including direct intervention into counties, municipalities, school districts and quasi-agencies, and has secured $12M+ in contract renewals by providing enhanced customized solutions.

Gary also has spurred the growth of the bio-metrics industry with aggressive pursuit and implementation of new biometric solutions, and is credited with the successful placement of Texas’ first statewide AFIS system- the world’s second largest at the deal’s close. Gary was also the first to introduce Electronic Monitoring House Arrest in Texas, acquiring a beta pilot with legislative appropriations-funding for full implementation which was sold to probation agencies across Texas.

Gary currently serves as an Advisor to VelocityVue’s, Inc (www.velocityvue.com/about) Management team and also serves as Advisor to Zenus’ Inc (www.zenus.com) Management team whereby he provides sales, business development and strategic planning for government pursuits.  Gary’s years of experience in government sales, business development, strategic sales planning, IT & legislative procurement initiatives has made him an indispensable source of contracting information for our clients; he has been key in securing some of state government’s most competitive and well-known contracts, including a $350+ million award for statewide open tolling in Texas. Gary was instrumental in helping develop and establish the TX Council of HUB’s (Historically Underutilized Businesses’) where he has worked closely with minority businesses by providing sales, business development and partnering expertise in Texas. Gary consistently provides leaders in business and government with direct sales, business development, strategic sales planning, legislative procurement, indispensable direction and insight in the fields of IT, Healthcare solutions, Public Safety, Homeland-Border security, Education, Bio-metrics and a diverse portfolio of areas in emerging technologies and private-public ventures.

Keith Gillon

Keith Gillon serves as National Director, AFIS Solutions & Biometric Technologies for the firm. Gillon is an industry and subject-matter expert with more than 17 years selling and servicing the Federal (U.S. Government), State, Municipal & County law enforcement community throughout all 50 states, having previously served as Global Director of Sales & Business Development for Cogent Systems, Inc., responsible for U.S., Caribbean & Asia Sales and later as 3M-Cogent’s Regional Sales Manager.

Keith’s strengths lie in his experience as a industry and subject matter expert within the Biometric & Identity solutions space, which includes Automated Fingerprint Identification Systems (AFIS), License Plate Recognition System (ALPR), Body Cameras & Police Vehicle Camera Solutions, Border Management Security, Facial Recognition Management, IRIS Recognition, Evidence & Inventory Tracking Solutions and emerging technologies.

Keith has maintained a $15M sales quota over the last number of years relating to new business, and is a former Military Veteran whom holds Security Clearances within the State of California, Los Angeles County, Secret Service, FBI and Riverside County.

Michael Terry

Michael Terry serves as National Director of Legislative Affairs & Emerging Technologies.  Michael made his mark in nonprofit, association and government circles as the voice of reason and bastion of integrity in public-private partnerships with thirty years of experience in health and human services, public safety, and nonprofit and association leadership.  During Michael’s tenure with United Ways of Texas, he worked on numerous legislative and collaborative initiatives including 211, early childhood education, financial stability, CHIP and crisis response.

Michael’s work with state government included the Texas Department of Public Safety Driver License Division where he served as Deputy Assistant Director for Policy and Business Improvement.  He became an authority, before the Legislature and with community groups, on license issuance, card design, identity, organ donation, related election issues and immigration. It was in this role he was part of the leadership team responsible for increasing operational capacity, leveraging technology, improving the customer experience, efficiency, professionalism and process improvement.

His consultancy has strengthened business partners, nonprofits and associations, and prepared partners for legislative sessions and he continues to help entrepreneurs advance their products and services.

Michael led the formalization and chaired RAISE Texas (a national innovator across multi-sectors, providing financial support, resources, and technical expertise throughout Texas) and also chaired the Board of Texas Interagency/Interfaith Disaster Relief, volunteered with the Texas Society of Association Executives and served on the Wichita County American Red Cross Board of Directors.

Faye Nichols serves as the firms National Director for Competitive Analysis & Intelligence and is responsible for acquiring competitive intelligence and providing a comprehensive competitive analysis and interpretation for the firm’s clients.

Faye is a highly skilled and seasoned professional with more than 15 + years in State & Local government business development, competitive intelligence, sales-marketing, public relations, public-private partnerships, biometric-public safety industry consulting and legislative procurement experience. She provides clients with invaluable insight into state & local government opportunities throughout the Southwest Region and at every level of state-local government.

Faye and GSLP’s expertise in state & local government business development, public-private ventures, government procurement consulting, competitive analysis, public relations and customized research and marketing has proven to be the nexus in public-private ventures.

Susan is a highly experienced career business development manager and attorney experienced in proposal development, business planning, court system design, COTS product development and sales, Susan brings more than two decades of experience as a manager and consultant for state, local, and international courts and justice agencies. From the beginning of the integrated justice movement through the development of the current day NIEM and Cloud Technology information broker standards, she has been involved in justice and courts strategic planning and automation. Her background includes work with courts, administrative hearing tribunals, and federal state and local justice information systems, where she regularly develops contracts for software applications purchased by courts and provides technical assistance on information technology integration and legal systems issues including automation law, privacy and security and statutory state collections policies.

Larry Cisneros extensive law enforcement experience has provided him with a unique frontline perspective on biometrics and their various applications in law enforcement and security. He has been a key part of some of San Antonio’s most prestigious and technologically demanding units, including the AFIS (Automated Fingerprint Identification System) Division, the Planning & Research Division, the Crime Records ID Division, and the Narcotics Investigation Division. Larry has been instrumental in the development of biometric solutions in San Antonio; he has provided invaluable advice to a number of Texas agencies regarding automated fingerprint identification technology, live-scan techniques, asset tracking & inventory, jail management, inmate telecommunication, body protection, and body and vehicle video technology.
